Chief Kelvin J. Cochran
Kelvin J. Cochran is the Federal Emergency Management Agency's (FEMA) Assistant Administrator (Fire Administrator) for the United States Fire Administrator (USFA). Appointed by President Barack Obama, Chief Cochran's tenure began in August 2009. He is responsible for managing the United States Fire Administration and the programs and training activities at the National Emergency Training Center. A native of Shreveport, Louisiana, Kelvin J. Cochran was spellbound by Shreveport Firefighters fighting a fire across the street from his house and dreamed that one day he would be a firefighter at a very young age. Chief Cochran served as the fire chief of the Atlanta Fire Rescue Department since January 2 2008. Prior to accepting the fire chief position in Atlanta, Chief Cochran spent many years with the Shreveport Fire Department. His employment with the Shreveport Fire Department began in 1981 as a firefighter. He was then promoted to Fire Training Officer and served in this capacity from 1985 - 1990. He served as the Assistant Chief Training Officer until he was appointed Fire Chief of the Shreveport Fire Department on August 26, 1999. Chief Cochran holds a Bachelor's Degree in Organizational Management from Wiley College and a Master's Degree in Industrial/Organizational Psychology from Louisiana Tech University. During his 28 year career, Chief Cochran has been intricately involved in the success of fire and emergency service leaders and has served as Former First Vice President-International Association of Fire Chiefs (IAFC); Second Vice President-IAFC; Past Chairman of the Metropolitan Fire Chiefs Section; Southeastern Division IAFC; Safety, Health and Survival Section; Georgia Fire Chiefs Association, Metro Atlanta Fire Chiefs Association; Member of the Board of Visitors, National Fire Academy. Authored two chapters for Jones and Bartlett Publishers, Chief Fire Officers Desk Reference: Chapter 1-Leadership and Management and Chapter 25-The Fire Chief of the Future. Chief Cochran's appointment has offered him an opportunity to positively impact the Nation's fire and emergency services. He is married to Carolyn Marshall Cochran and the father of three children. |
